SCOTT J. FLINT is a Senior Associate with the Lauro Law Firm. Mr. Flint was born in Kittery, Maine, but raised in Florida. He graduated from Clearwater High School and enlisted in the United States Air Force as a firefighter/EMT. He served four years on active duty in Idaho before joining the Air Force Reserve's 37th Aeromedical Evacuation Group at MacDill AFB, Florida. After serving as a medic in Desert Storm, he enrolled at Florida State University, graduating summa cum laude with a dual degree in Political Science and International Affairs. While attending college, Mr. Flint joined the 919th Special Operations Wing at Eglin AFB, Florida. With the 919th, he traveled to Central and South America where he provided medical care to the people of Honduras. He also lived for a month in a Quechua Indian village in Ecuador.
Mr. Flint attended law school at Stetson University College of Law. He was invited to join the Stetson Law Review in his first year and later was elected the Executive Editor. He graduated magna cum laude in 1996 and earned numerous academic awards including the Cecil and Augusta Bailey Award for Outstanding Legal Ability.
Mr. Flint began his legal career as an associate with the Tampa firm of Alpert, Barker & Calcutt, litigating class action securities fraud and other complex cases. After working at the firm for five years and making partner, Mr. Flint decided to enter public service, accepting a position with the Florida Attorney General's Medicaid Fraud Control Unit. As an Assistant Attorney General, Mr. Flint supervised a team of sworn law enforcement officers in the investigation of suspected Medicaid fraud and conducted litigation under the federal and Florida False Claims Acts.
Mr. Flint has extensive experience analyzing claims for payment made to Medicare and Medicaid, examining medical records and other documentation supporting the submission of claims, deciphering hospital and nursing home cost reports, and untangling the contractual arrangements of healthcare providers to determine compliance with federal and Florida law. He developed an in-depth understanding of complex state and federal statutes, regulations, carrier manuals, case law, and promulgated and (more often) unpromulgated agency statements governing the Medicare and Medicaid programs. Mr. Flint also assisted in the development of the Attorney General's statistical sampling methodology to estimate overpayments made to healthcare providers. In 2004, he was named the Chief of Asset Forfeiture. In that position he was responsible for approving asset forfeiture litigation under the Florida Contraband Forfeiture Act.
Mr. Flint joined the Lauro Law Firm in 2007, where he focuses his practice on white collar criminal defense, complex civil litigation, and trial work.
